Lately I've been thinking about how DE has introduced the public domain characters. It seems they have such a large group that they don't seem to be moving ahead. The more I think about it, the more I think they went about it in the wrong way. What should have been done is after they were freed from the urn, each group/company should have been developed for a year or so on their own. Maybe Ross could have developed the Nedor group, Roy Thomas could have developed the Fox characters, Jerry Ordway introduce and develope the Lev Gleason characters, etc. Them after a year or so, Ross could started to fold all these characters together and into a group comic. This would take more time but it would have been worth it.

Not sure I agree with you. Seems to me that Ross & friends took what they thought would be the best received characters (Black Terror, 'Devil, Masquerade, Samson, Green Lama) and let the opening Chapter focus on them. I know Fighting Yank ends-up being one of the main characters of the series, but, in my opinion, that is most likely because he was best suited to have a story center around him and not because they thought a follow-up series for him was a possibility.
Your idea for developing the characters in seperate groups is interesting, but personally, I wouldn't have followed the many series that would be required for it to work properly, and I certainly wouldn't have been patient enough to wait for the main story to get started.
As for not "moving ahead" with the characters, I think DE's done a decent enough job. Out of Chapter One, they've published the FCBD 'Devil story plus they're publishing mini-series for Black Terror, 'Devil and Masquerade. I would have preferred that they were publishing at least one ongoing series at this point, but I'll take what I can get.
I would imagine that there is another small group of characters (possibly including Arrow, Owl and Target) that will receive a decent amount of exposure in the next arc, then probably receive mini-series of their own following Chapter Two. And it's obvious that more characters will be introduced as the line as a whole progresses.
